Shannon Bugos was a research associate and senior policy analyst at the Arms Control Association from July 2019 until January 2024, where she conducted research, analysis, and media commentary on U.S.-Russian nuclear arms control, nuclear disarmament and risk reduction, the U.S. defense budget, China's nuclear arsenal, hypersonic weapons, and emerging technologies. She reported on developments in these areas for Arms Control Today and in the Nuclear Disarmament Monitor newsletter.

Previously, Shannon was the communications and writing manager at Truman Center for National Policy and Truman National Security Project, where she assisted Truman members and senior staff in media outreach and message development.

She holds a BA in Peace Studies, English, and Business Economics from the University of Notre Dame.
